You can also lower your vitality to 46 & raise your strength to 16 to 1-hand ...You should still be able to cross 37.6 poise without even using Havel's. But if you want to add a good shield to that or raise it to 40 poise without using Havel's, then 20+ vitality is fine even for dex.
